sait au reproche de partialité, une occasion toute faite pour
constituer une contre-alliance, pour séparer l'Allemagne
supérieure d'avec l'inférieure, et donner ainsi l'extrême onc-
tion à l'Empire. Et notez bien que ce ne sont pas de vains
soupçons. On sait ce qu'on a tramé sous main, dans plusieurs
cercles importants, à la lin de l'année passée et au com-
mencement de celle-ci. Le projet était tout prêt, de contre-
carrer ceux qui échangeraient la constitution de l'Empire
contre une triple alliance. L'exécution des conseils est res-
tée sur le papier, parce que, d'un autre côté aussi, on a agi
dans l'intérêt de la sûreté. Ces sortes de projets sont d'ail-
leurs trop enracinés pour qu' ils tombent si vite en oubli;
on les reprendra certainement à la prochaine occasion, et,
dès qu'on s'apercevra d'une tendance vers la triplicité de ce
côté-ci, on ne manquera pas, de l'autre, de former une
contre-alliance.
